GEF project

The project financed by the Global Environment Facility (GEF) "Strategic Programme to Promote Renewable Energy and Energy Efficiency Investments in the Power Sector of São Tomé and Príncipe" is implemented by UNIDO in partnership with the Ministry of Public Works, Infrastructure, Natural Resources and Environment (MOPIRNA), both partners of ALER.

As a small island developing state, STP faces specific challenges related to its size, distance from major markets, dependence on a small number of economic sectors, direct investment and inflow of remittances, lack of resources and a large trade deficit. In addition, key sectors of the economy are highly vulnerable to natural, climatic and external economic shocks.

The GEF/UNIDO project contributes to the Vision 2030 "São Tomé e Príncipe 2030: The Country We Must Build", which aims to transform the country into a climate resilient and dynamic island centre for business, financial services and tourism of the blue economy, taking advantage of the growing regional market of the Economic Community of Central African States (ECCAS).

The project is also part of the joint UN efforts to support the PTS's graduation from the list of Least Developed Countries (LDCs) by 2024.  Faced with a situation of restrictive fiscal policy, the government aims to create the conditions for the private sector to become an engine of growth, economic diversification and poverty reduction. Emphasis is placed on improving the business climate, promoting foreign direct investment and improving key social and economic infrastructure, including energy.

To complement the Least Cost Energy Development Plan (LCEDP), UNIDO is supporting DGRNE to develop a holistic vision of sustainable energy through a National Renewable Energy Action Plan (NREAP) and a National Energy Efficiency Action Plan (NEEAP). These well-integrated policies will take into account urban and rural contexts, the electricity and heating dimensions, as well as important cross-sectoral policies (e.g. climate mitigation/adaptation, trade, education/research, buildings, transport, tourism, health, agriculture, fisheries and other sectors of the blue economy - e.g. ports and maritime transport).

The NEEAP/NEPP will be an important contribution to the national energy policy of STP, which will be developed by the government in the near future. The NEEAP/NEPP will include overall objectives and quantifiable and achievable sub-objectives (by sector, thematic area and/or technology) by 2030 and 2050. A set of concrete and achievable policy actions to stimulate market demand and supply for RE&EE products and services will be proposed. The NAPs/NEEAPs will take into consideration important cross-cutting areas such as gender, vulnerable groups and the participation of the local private sector in the expanding local and regional value chains of RE&EE.
